Principal Accountabilities:
- The Cost Engineer(s) will work together, in conjunction with personnel from various departments and organizations, to develop and maintain control budgets, financial reports, cost analysis, change management and cost forecasting..
(ads1) - The Cost Engineer prepares the annual budget for the project and updates the finalised budget details in the Corporate Planning budget module.
- Cost Engineer(s) will utilize this JD as a basis for all related Project Controls requirements. Further, the Project Execution Plan may determine specific requirements.
- Ensure effective cost control procedures and processes are developed & implemented on the project for the accurate reporting of cost commitments, expenditures, VOWD, and forecasted cost at completion.
- Ensure that effective project change management is implemented and that approved changes are input to the control systems on a timely basis and that changes, trends and forecasts reflect the project scope

Proactively coordinate the daily activities of Quantity supervisor, schedulers team assigned for quantity installation schedule, Equipment Schedule and manpower schedule
- Proposal Cash Flow Summary – The Cost Engineer(s) prepares a Proposal Cash Flow Summary based on the summary level estimate prepared by Estimating, and the Proposal Schedule. The primary objective of the cash flow is to achieve a cash position that is favorable for the project and the Company. The incremental and cumulative forecast cost should represent when materials and equipment are expected to be paid and work is performed, while the incremental and cumulative forecast revenue represents how quickly the Company is paid. The cash flow is typically issued internally for review and comment to the appropriate personnel in the Executive Management and Project Management.
- Assist in the preparation of the final project close-out report and asset register
- Develop and implement project cost code structure
- Provide variance analysis and recommend corrective actions for deviations from plan or budget
- Interface with project accounting to ensure that invoicing and costs are as planned
Minimum Requirements:
- Bachelor of Science in Engineering or Management
- Excellent written and verbal communication skills (English)
- Minimum of ten (10) years broad Oil & Gas project controls/cost control experience in all project phases (i.e. FEED, Engineering, Procurement, Construction, Close-Out)
- Minimum of five (5) years in Project Controls, working for International Oil Company in the Owner’s project organization.
- Worldwide experience with Contractors, in particular those involved in the construction of offshore facilities.
