Within Africa, Middle East & Caspian region (AMEC), we safely execute Subsea and Conventional projects which connect seabed wellhead infrastructures to surface facilities such as platforms and floating production systems. We are actively present in a significant number of countries in Africa, Europe, Caspian Sea, Middle East and Asia.
DESCRIPTION OF FUNCTION
The Project Operations Manager is based in Subsea 7 Sharjah office and he is responsible for efficient planning and running onshore and offshore operations for a dedicated project/tender.
The Project Operations Manager is responsible for manning and performance of Marine Compliance Team, Operations Team, Base Team and efficient interface with Logistics Department, Project Management and Offshore Management Team.(ads1)
The Project Operations Manager is responsible for function business segment within the region with responsibility for HSEQ performance, localised knowledge and support to business acquisition and resource planning.
Role requires broad understanding of general works scopes, project schedules, major risks and opportunities within Middle East region.
The Project Operations Manager must have oversight of all marine and base support operations, optimize marine spread and onshore base support, facilitate vessel movements as required and recognize synergies between Projects.
The Project Operations Manager is responsible to lead and contribute in creating a culture of ethics and integrity within Subsea 7 and ensure familiarity with and adherence to Subsea 7 Code of Conduct.
The Project Operations Manager reports directly to the Project Manager / Tender Lead based in Sharjah, UAE.
SPECIFIC KEY RESPONSIBILITIES & ACTIVITIES
General
- Ensures requirements of all regional relevant legislation are recognised, implemented and executed within scope of responsibility
- Oversee 3rd party/subcontractor compliance within Subsea 7/SA HSEQ & Operational requirements
- Identify risks, shortfalls, potentials to disrupt, delay or compromise operations
- Liaison with Client as specifically direct by project entity
- Ensuring the availability and adequacy of resources for the performance of work
- Provision of operational support to projects in the most cost-efficient way to achieve or exceed client expectations
- Assisting in the development of strategic and long term planning within the region/country/department
- Ensure all marine spreads are adequately inspected and prepared for inspections prior to inward clearance in the country of operations. Oversee Marine Team in these activities and ensure adequate float is provided in mobilization schedules.
- Coordinates and prioritises the vessel, personnel and equipment resources assigned.
- Ensure necessary and adequate manning of the various teams to execute their work scopes, adjusting rotations and numbers as required.
- Oversight of operational schedules and optimize spread make up and movements as required in consultation with Project Managers.
- Oversight of the operations of the main work vessel spreads on a daily basis and participate in daily operations calls.
- Ensure all marine spreads are logistically supported for crew rotation, provisions and waste handling, scheduling crew and supply vessel runs as required. Main interface with Logistics team in these activities and ensure adequate coverage is provided by on-hired vessels.
- Coordinate with Vessel Owners on readiness of chartered vessels
- Oversee Marine Base team in these activities and ensure adequate coverage is provided on site in terms of equipment and personnel.
- Update project schedules as required to ensure adequate coverage of personnel to support peaks and troughs in offshore activities.
- Plan and supervise project offshore logistics requirements including mobilisations, port calls and load‐
- Liaison with Supply Chain Management (SCM) with local suppliers and provide feedback
- Liaison with SCM Chartering Department and assist in providing technical requirements for marine spread and provide feedback
- Participate in Constructability and HIRA sessions as required by projects.
- Works with other countries/departments to maximise the overall return to Subsea 7.
- Costs
- Management of operational costs against agreed forecasts and budgets
- Ensuring that all external costs committed by Operations Team to 3rd parties are properly documented and covered by a Frame Agreement, Purchase Order or other formal Company cost commitment/tracking instrument
- Ensuring that costs committed are properly allocated in accordance with the respective project’s WBS and Cost Centre
- Providing assistance to the project teams in forecasting operations budgets
- Documentation
- Establishing all Operations processes and documentation, where these differ, by necessity/regulation, from Global Subsea 7 process
- Providing any necessary input to project planning
- Providing any necessary input to project emergency response planning
- Establishing of timelines/benchmarks for operational activities
- Ensuring that requirements of all relevant regional legislation are recognised, implemented and met, within this scope of responsibility
- Support to Project Construction / Engineering
- Liaison with Project Construction / Package Manager regarding operational requirements and client satisfaction level
- Liaising with project teams to ascertain dates of departure/arrival of vessels, barges and assets to ensure smooth on-hire inspection and kick-off of offshore campaigns
- Feedback to Engineering department to improve mobilisations/interim campaign mobilisations and demobilisation of vessels and equipment spread.
QUALIFICATIONS/EXPERIENCE
Engineering/technical/offshore degree or documented equivalent relevant work experience with major marine installation contractors and conventional offshore construction
Relevant previous experience at an appropriate level in a management role
Ability to perform well under pressure with tight deadline
Excellent interpersonal and communication skills and able to relate within a cross cultural management environment
Flexible with regards to ad hoc travel and schedules
