We are currently looking for an Procurement and Contracts Director with a minimum of 20 years’ experience in the management of large scale projects in the Middle East.
The role will involve the execution and management of a full range of procurement activities associated with new contracts, contract renewals and contract renegotiations at the Programme Management level. Also, required to provide technical support in the drafting of necessary procurement documents, including but not limited, to Pre-Qualification, Request for Proposal, Invitation to Tender, Tender Evaluation Matrices and Reports, Procurement Trackers and Contract forms.
This management and coordination for Programme level procurement captures in support of Al Akaria the preparation, evaluation and awarding of the following appointments, which is not exhaustive:
Consultants:
• Master Plan Consultant
• Lead Design Consultant
• Architect
• Civil & Structural Engineer
• MEP Engineer
• Cost Consultant
• Specialist Design or Expert Consultant
• Third Party Peer Review Consultant
• Value Engineering Consultant
• Risk Management Consultant
• Geotechnical Survey Consultant
Contractors (which are procured at Programme level and not being procured at PMC level)
• Site Investigation Works Contractor
• Piling/Enabling Works Contractor
• Infrastructure Contractor
• Main Works Contractor
• Specialist Design, Construction or Commissioning Contractor(s)
• Landscaping Contractor
The role also captures the review and audit of PMC procurement activities in line with the agreed Al Akaria Programme Management Office policies and procedures.
Technical Activities:
• Provide advice relating to development and implementation of programme level procurement strategies to ensure best alignment to development delivery
• Provide support to Client in the continuous development of the procurement strategies for the development, taking cognisance of any staged requirements
• Advise and provide support the Client in the establishment and implementation of any identified procurement processes and formats for Pre-Qualification, Expression of Interest, Tendering and Evaluation stages
• As required identify and propose bidder lists
• Stakeholder management
• Review and provide assessment and commentary on PMC provided procurement deliverables including but not limited to strategy updates, bidder lists, tender schedules, and documents and evaluation reports
• Provide support to Client on identifying and developing proposed Contracting forms and mechanisms;
• Setup and arrange necessary key stakeholder (PMC, consultants, contractors and vendors) meetings on a regular basis to ensure feedback on performance is provided at PMO level.
Minimum Requirements:
• Degree in Engineering, Procurement or related discipline from a recognized University
• Minimum 20 years related experience in Procurement and Contracts Management.
• Must have previous experience of FIDIC Contracts.
• Must have consultant and/or client background for minimum of 5 years.
• Must have minimum of 3 years Middle East experience preferred.
• Fluent in English (read, write and speak)
